Will Endley

South African Defence Force (SADF): Commissioned (officer).
Various promotional and specialist courses raising to the rank of colonel.
South African Army Senior Command and Staff Duties course (the qualification is officially regarded in terms of qualifications required for certain appointments – including within the United Nations – as the equivalent of a university degree obtained at ‘masters’ standard.
South African National Defence Force Executive National Security Programme. (Equivalent to the British Joint Services Command and Staff course.) Dissertation: “Peacekeeping Operations in Africa”. This is the highest qualification obtainable in the SANDF and is internationally recognised accordingly and entitles the relevant member to use the post nominal title – ‘ensp’.
Level 3 Qualification in accordance with the International Mine Action Standards (IMAS).
Certificate in Security Management (University of South Africa).

Conflict Statutory Forces – qualifications, experience and capability.

William Endley is a professional soldier and having achieved the highest possible qualification in the SANDF – South African Army Senior Command and Staff Duties course – academically qualified from a military perspective to hold the highest ranks within a miliary environment.

He has served in senior command positions in conflict situations including extended periods during the South African ‘border conflict’ as well as during the civil insurrection that eventuated in South Africa between the statutory forces and the structures that were trying to overthrow them. The conflict was finally concluded and reconciliation was  achieved and noted as an international success.

At this point William transferred to the SANDF (the name of the new jointly comprised South African military establishment) and was intimately and influentially involved in the structuring and training during the so-called ‘force integration’ (of the former belligerents). He was appointed ‘Inspector General’ of the National Peace Keeping Force (NPKF).

As we are aware the integration was successfully achieved and South Africa was able to evolve from a state of near chaos.

William continued his career by serving the SANDF at various staff and command levels. His performance was highly regarded as is clearly reflected by the prestigious awards he received and the considerable interaction he had with foreign militaries on various levels.

He mustering prior to his transfer to the Staff Corps, was Field Engineering and he rose (as is consistent with all his activities) to the highest level and his competence as a Field Engineer and the skill-set that one would anticipate cannot be doubted as would be reflected in the next part of his career.

Non-Statutory Forces.

Demining (UNMAS focus and relationship with UN) an introduction to Humanitarian Demining In Iraq.

William decided to explore other areas of conflict in 2004 and joined the Well-known US based consulting company RONCO as a ‘Technical Advisor’ of Explosive Ordinance Disposal and was sent to Iraq and the as SENIOR Technical Advisor (RMAC, Basra). From this it may be seen that he has a very comprehensive knowledge of the United Nations Mine Action Service (UNMAS) and its operation.

Structural, Leadership and Managerial Capacity (in the private sector).

This led to deployments to other hot areas including Afghanistan and subsequently Sudan. During this time, he enjoyed interacting and cooperation with various statutory militaries (including that of the US) and other consulting groups. He interacted and liaised on political and governmental levels and during this time he was uniquely exposed to the evolution of modern insurrection and associated techniques and equipment. He also operated with Special Forces as well as being involved directly in the training of Special Forces.

UN World Food Programme (further exposure to UN led systems in Post Conflict zones) and Corporate Responsibility in Africa and then in Afghanistan as well.

During his appointment in the Republic of Sudan initially as the liaison officer for the United Nations World Food, he subsequently became the Country Manager for Sudan and then Regional Manager for Africa. His success was attributed to his capacity as a leader and a manager.

He was next appointed as Country Manager for Afghanistan (retaining responsibility for Africa). There he established the Afghanistan Special Forces School and the Ronco ERW IEDD School at Mazar-i-Shari , he deployed counter IED teams deployed all over the country, under took security vetting, commercial ERW clearance projects, K-9 security services at international embassies, static and mobile security services for international clients, protection for seismic survey teams, personal security details and client liaison.
He resolved previous serious mismanagement and leadership issues.

South Sudan (invaluable experience.

In 2012, he was appointed General Manager for RMA’s, his new employer, in South Sudan (the newest country in the world). Civil War erupted and RMA withdrew and Dr Riek Machar (Vice President) and he employer was forced to flee.

Personal experience at the dealing with the military and security aspects of political responsibility as well as once again planning and managing the ‘force integration’ required under these circumstances.

Will returned to South Africa. It was in South Africa in 2014 that Will renewed his association with Dr Machar and he agreed to become the doctor’s Senior Military and Security Advisor and it was at this time that Will personally assisted by producing South Sudan’s National Security Assessment and Force Integration – the planning of which, under the circumstances was critical and which documents are still current today and are part of the peace agreement.

In 2016, civil war broke out in South Sudan again and once again Dr Machar was forced (with Will’s assistance) to flee. Will was subsequently illegally arrested by the National Security Service of South Sudan in Juba where he served a prison sentence of 18 months in appalling conditions, a large proportion of which was under sentence of death.

It was a result of his enormous mental resilience and strength of character that he survived and was eventually released.

The Author: 2019 – present.

During this period he wrote two book and continues writing to this day. His primary interest as an author is Military History.

Paradigm Alliance (Pty) Ltd 2019 – present.

Will became a director of Paradigm Alliance, signalling his return to the varied environment of ‘security operations,  and the world of humanitarian demining and the elimination of Explosive Remnants of War and the potential for involvement in ‘post conflict’ rehabilitation of war-torn countries.

A Return to Sudan, Ethiopia and East Africa 2021 – present.

Will returned first to Khartoum, Sudan to pursue a local company (of which he is a shareholder) in order to more effectively address the issues at hand. When civil war showed signs of breaking out in Sudan, he moved his operation to Addis Abeba Ethiopia, which knows well and finds its position to provide access and control capability over the whole of East Africa and the Sahel Region.

Regionally there are considerable political and strategic realignments underway and change is often a precursor to potential unrest as is being indicated in Africa as well as other parts of the world. 

Frank Winder

Career Outline

Having completed service in the South African Defence Force (Frank held the rank of major and had been awarded the Military Medal of Merit (MMM)), he was employed by the newspaper company Times Media Limited (TML) (originally SA Associated Newspapers LTD), initially in the company’s Management Cadet programme. During this time he was involved in various marketing related projects including:
The establishment of a ‘Carrier’ based subscription delivery operation (the proto type for all such systems in South Africa).
The development of a computerised subscriptions system.
The commercialisation of the TML database.
He was of course at this time responsible for departmental management which included all aspects of business management.
He became the Marketing Manager initially for the Newspaper, Business Day and then the Sunday Times (largest circulation newspaper in South Africa at the time).

Frank Winder was introduced to the ‘management environment’ at an early age and has displayed an aptitude for management, planning and ‘new project development’ over a varied career. He enjoys planning and working with people in the implementation of plans.
Throughout his career Frank has displayed ability in: Innovation, Adaptation, Planning, Interpersonal skills and Leadership in various environments.
He is currently Director responsible for the Marketing of Paradigm Alliance (Pty) Ltd.
Previously he had been involved in in with various business initiatives in Kenya. This culminated in the operation of a shipping company, Afroline Maritime International Ltd (Mombassa, Kenya) which was established to ship Fluorspar to Rotterdam for the Kenya Fluorspar Company.

Worked in various positions in the pharmaceutical industry working her way up the corporate ladder.
These positions include Representative, Product Specialist, Key Accounts Manager, Sales Manager, Business Portfolio Manager and Marketing Manager with Multi-National Companies such as UCB, Smith and Nephew, Merck, SmithKlineBeecham, Ranbaxy and Novartis.
